Documents for foreign workers

The whole paperwork route on a single page: seven documents, practical timelines, who files each one and what to do when something goes wrong.

We do not speed up state authorities and do not promise faster than things actually are.

A foreign worker's documents on a desk

WORKIN runs the paperwork together with the migration partner

The company does not have to work the route out on its own. Your part is the company documents, approving candidates and the state fees. WORKIN handles the rest: filing, timelines and supporting the worker after arrival.

Which route you actually need

The set of documents depends on the worker's citizenship and the length of the contract. Answer three questions and we will show the steps, the timeline and what goes to the state.

Length of contract

Your route

  1. 01Work permit2-4 weeks · reviewed by the state
  2. 02Arrival and move-in1 weeks · WORKIN does this
  3. 03Residence permit3-5 weeks · reviewed by the state
  4. 04Migration registration1 weeks · the company does this

Dashed steps run in parallel rather than in sequence, which is why the total is shorter than the sum of the steps.

Time to the first shift
4-7 weeks
State fees for the group
183 400

State fees are paid by the company directly to the recipient; the amounts are set by law. The migration partner's services and WORKIN's fee are calculated separately.

Seven documents of the route in one place

The whole path is gathered here: what is arranged before arrival, what after, who files it and what happens if a deadline is missed. Each document has its own page with the procedure and the risks; here they are brought together into one route.

01

Work permit for a foreign national

The base document of the route. Without it a person cannot work at the company legally, and every other step is pointless.

Practical timeline
2-4 weeks
Who files it
The migration partner on behalf of the company
Issued to
To the company as the employer, not to the worker
Validity
Up to three years, tied to that specific employer

What has to be collected

  • Company details and registry extract
  • An authorised signatory
  • A draft employment contract stating the position and pay
  • A copy of the candidate's passport with a notarised translation
  • Proof of payment of the state fee

What happens if: The worker started a shift before the permit was issued - that is a breach by the company, not by the worker. The fine falls on the employer.

Procedure and risks
02

D-04 work visa

Required only for citizens of visa countries: India, Bangladesh, Nepal, China. It is issued after the permit, not in parallel with it.

Practical timeline
4-6 weeks
Who files it
The candidate in person at the consulate
Issued to
To the worker
Validity
90 days to enter; a residence permit is needed after that

What has to be collected

  • The original work permit
  • A passport valid for more than a year
  • An invitation from the company
  • Medical insurance for the trip
  • A booked consular appointment

What happens if: The consulate refuses - the route stops and the permit stays valid. The consulate is not obliged to explain the refusal, and we have no influence over it.

Procedure and risks
03

Visa-free entry

No visa is needed for Uzbekistan, Azerbaijan, Kyrgyzstan, Tajikistan and Türkiye. A person enters on their passport but may only work once the permit is issued.

Practical timeline
No visa required
Who files it
The step does not exist and is skipped
Issued to
Not issued
Validity
90 days of stay out of 180

What has to be collected

  • A passport valid for more than a year
  • An issued work permit
  • A ticket and confirmation of accommodation

What happens if: A person entered and is working without a permit - that is illegal employment. Ninety visa-free days do not grant the right to work.

Procedure and risks
04

Moldovan transit visa

Some routes connect through Chisinau. Citizens of certain countries need a transit visa even if they never leave the airport.

Practical timeline
1-2 weeks
Who files it
The migration partner together with the candidate
Issued to
To the worker
Validity
For the transit period

What has to be collected

  • A ticket with a confirmed connection
  • A Ukrainian visa or proof of visa-free entry
  • A passport

What happens if: The transit is not arranged - the person is denied boarding. The ticket is lost and the start date moves.

Procedure and risks
05

Arrival and move-in

Not a document but the point of the route from which every post-arrival deadline is counted. This is where the clock starts for the residence permit and registration.

Practical timeline
1-3 days
Who files it
WORKIN meets and accompanies the group
Issued to
Not issued
Validity
The arrival date is recorded in the documents

What has to be collected

  • Accommodation prepared before arrival
  • Meeting at the airport and transfer
  • Workwear and the safety briefing
  • A mentor for the first shift

What happens if: The housing is not ready - the group stays in a hotel at the company's expense while the registration clock is already running.

06

Temporary residence permit

Needed when the contract runs longer than a year. It replaces the visa and grants the right to live in the country for the whole term of work.

Practical timeline
3-5 weeks after arrival
Who files it
The migration partner with the worker's participation
Issued to
To the worker
Validity
For the term of the work permit

What has to be collected

  • The work permit
  • An employment contract signed after arrival
  • Medical insurance
  • The residential address and the owner's consent
  • A state fee of UAH 3,200

What happens if: The filing deadline is missed - the person loses lawful grounds to stay, and the route has to restart with leaving the country.

Procedure and risks
07

Migration registration and extension

Address registration runs in parallel with the residence permit, not after it. An extension is filed in advance, while the previous document is still valid.

Practical timeline
Within 30 days of arrival
Who files it
The company as the receiving party
Issued to
To the worker at their address
Validity
Updated on every change of address

What has to be collected

  • The actual residential address
  • The property owner's consent
  • The worker's passport and residence permit
  • A notice of change of address if the person moves

What happens if: The worker moved and the address was not updated - that is a registration breach. The company answers for it as the receiving party, not the worker.

What companies ask about the documents

Answers to the questions that come up before a project starts.

  • No. Work without a permit is illegal employment, and the company carries the liability as the employer, not the worker. The fine falls on the company.

Describe the need - we come back with a route and an estimate

  1. 01A manager reviews the request and clarifies details
  2. 02You receive a route, a timeline and a cost structure for your project
