Containers in a field with no address: finding a crew housing where they can register

A general contractor building a solar power plant in the Cherkasy region asked for thirty-six installers from Turkey and planned to house them in containers on site. We walk through our part of the work: why we raised the address question before permit filing, which housing options we compared, what we checked in the hostel that became the crew's address, and how thirty-six people filed for residence permits while living far from town.

  • 36 installersfrom Turkey building a solar power plant
  • 25 kmfrom the site to the town with the migration office
  • 0 addressesfor registration in the container camp in the field
  • 6 kmfrom the documented hostel to the site

Typical scenario. This story is built from situations common in our work with foreign workers. The company, people and figures are illustrative. It is not a report on completed work but a walk-through of how WORKIN runs such a project from request to handing people over to the shift.

A registration address when the site is in a field

01 / The request

A field, a deadline and a plan to house people on site

The general contractor won a contract to build a solar power plant on a field twenty-five kilometres from the district town. The deadline was tight, and it was thirty-six people short for installing steel structures, PV modules and cable lines. We looked for experienced energy-project installers in Turkey: many people there have built solar plants, and Turkish citizens enter Ukraine without a visa.

In its request the contractor described the housing straight away: a modular container camp right on site. The containers were already rented, as were the kitchen and showers, and nobody would need driving in from town each morning. From a construction point of view, the plan looked entirely logical.

Emre, our manager for workers from Turkey, read the request and asked a question the contractor didn't expect: at what address will people file for residence permits and register their place of residence? The field has a cadastral number but no residential address, and there are no documents for living in containers there.

Our question
What address goes on residence permits and registration

The employer decides where people live. Whether they can register there is decided by documents, and we check those before arrival.

02 / The address

Why containers in a field won't be an address on a residence permit

Turkish citizens enter without a visa, and lawful visa-free stay is time-limited. To work for eight months, each installer needs a temporary residence permit and registration of residence. That requires a housing address and documents confirming the person's right to live there.

A modular camp on rented agricultural land has no such address and no such documents. Containers can be handy for breaks and changing, but the contractor couldn't register thirty-six people as living in them. Housing is regulated by the authorities; our job is to find this out before people arrive and hear it at the migration office.

We told the contractor at once that this wasn't a problem but a planning question: the containers stay on site for everyday needs, and people live and register where there's an address with documents. All that remained was to find such housing nearby. The contractor was unhappy at first about the extra rent, but agreed once it saw that without an address the crew couldn't stay the full eight months.

03 / Options

Three housing options and what decided the choice

Together with the contractor we compared three options. The criteria were the same as for any project: documents that allow people to be registered, capacity for the whole crew, a lease covering the full contract term, and distance to the site. The contractor calculates rent and transport, but without the first criterion the others were meaningless.

A hotel in the district town had documents but was twenty-five kilometres away and couldn't house everyone for eight months. Flats in town were scattered across buildings, each requiring separate agreement on registration with its owner. The best option turned out to be a hostel belonging to a former agricultural company in a village six kilometres from the site: one building, one owner, forty beds.

04 / The check

What we checked at the hostel before the lease was signed

The hostel belonged to a local company that had once housed seasonal workers there. Before the contractor signed the lease, we asked for the building documents and checked them as we would any address for a residence permit. The building was registered as residential, ownership was in order, and the owner was ready to consent in writing to registering thirty-six people. We also checked that nobody else would live in the hostel: the crew would occupy the whole building, and the owner confirmed this in the lease.

One issue came up: the owner offered a six-month lease, while construction would take eight. Residence permits are issued for the term of the work permit and contract, and the address mustn't change mid-term. The contractor agreed a one-year lease with early termination after the plant was handed over.

After signing, we went to the hostel ourselves and photographed the rooms, kitchen and showers. Those photos and the address went into the candidates' information sheets, so every installer knew where he would live before signing. For people going away for eight months, that matters more than any promise.

  1. 01

    Ownership

Ownership registered, building classed as residential.

  2. 02

    Consent

The owner's written consent to registering 36 people, in the lease.

  3. 03

    Term

A one-year lease so the address doesn't change before construction ends.

  4. 04

    Capacity

Forty beds for thirty-six people, with room for replacements.

05 / Permits

Thirty-six permits and information sheets with a real address

While the contractor arranged the lease, Emre held interviews in Ankara and Izmir with our licensed partner. Every candidate showed photos and videos from previous energy projects, which the contractor's chief engineer reviewed before approving people. Thirty-six installers were approved, plus four in reserve. We told the reserve candidates straight away that if they replaced anyone they'd live at the same address, and showed them the same hostel photos.

Each candidate received an information sheet in Turkish: employer, job, pay, contract term, the hostel address with photos, how people would get to the site, and which costs they cover themselves. It also confirmed that the candidate hadn't been charged for placement. No 'housing will be on site' without an address.

Work permit applications went in under two job titles from the contractor's staffing schedule: steel structure installers and PV module installers. The contractor gathered its filing documents using the company checklist, paid the fees from its own account, and the permits were issued within a week.

06 / Entry

Three groups of twelve and an address everyone knows

We split the crew into three groups of twelve a few days apart, so each group could settle in, sign contracts and make its migration office filing without rushing. At the border everyone carried a permit copy, the contractor's invitation and the hostel address. More on the visa-free route on our visa-free entry page.

Emre met every group personally. From the airport the crew went not to the field but to the village: a first evening at the hostel and a guide in Turkish with the address, phone numbers and the plan for the first week. The contractor arranged a bus from the hostel to the site, and we'd put the travel time in the information sheet before departure.

  1. Arrival day

Meeting, the drive to the village hostel, a guide in Turkish.

  2. Days 1-2

Employment contracts, copies within 10 days.

  3. First week

Tax numbers, bank accounts, registration of residence at the hostel.

  4. Weeks 2-3

Residence permit filings in groups of six.

  5. Handover

The crew on site with documents in order and dates in the register.

07 / Residence permits

Twenty-five kilometres to the migration office and no missed dates

The migration office was in the district town, twenty-five kilometres from the hostel. Everyone has to file for a residence permit in person, and thirty-six people on one day would have meant an empty site. So we split filings into six groups and agreed with the contractor on days when six people's absence wouldn't halt any section.

The contractor's bus took each group in the morning, with Emre riding along and checking documents on the way. We had arranged registration of residence at the hostel in advance, so everyone had the same address on every document. The first group filed on day eight after entry and the last on day twenty, well before the visa-free period ended.

  • each group of six comes from different sections so work doesn't stop;
  • the day before filing, everyone gets a document list in Turkish;
  • Emre carries copies of the whole group's documents in case of questions;
  • we enter card issue dates in the register and inform the contractor;
  • reserve candidates are processed at the same address with no new checks.

There's nothing WORKIN can't solve at remote sites: the employer decides where people live, we make sure residence permits and registration can be done there, and we find an option before people arrive. The WORKIN replacement guarantee lasts at least 6 months from the worker's first shift, provided the agreed working, pay and housing conditions are kept. How a Turkish crew on secondment is registered is covered in the scenario about a contractor's seconded crew, and how to fit a season into document deadlines in the scenario about a road season. From here we handle the crew's documents through migration support, and housing and daily life through living support. The contractor's obligations are described on the employer duties page and the whole route on how it works. More on our pages about workers for construction and builders from abroad.

09 / FAQ

Questions and answers

Can foreign workers be registered in containers on a construction site?

A residence permit and registration of residence need a housing address with documents giving the right to live there. A modular camp in a field usually has no such address, so housing for registration is found separately.

What housing works for registering a crew at a remote site?

A residential building with registered ownership, the owner's written consent to registering the whole crew, and a lease covering the full contract term.

When should the residence permit address be checked?

Before permit filing. If there's no documented housing, we find it first and put the address in every candidate's information sheet.

Do installers from Turkey need a visa?

No, Turkish citizens enter without a visa. They can only work with a permit, and working beyond the visa-free period requires a temporary residence permit.

How do you organise residence permit filings if the migration office is far away?

Split the crew into small groups, agree days with the employer, and arrange transport and a manager with copies of the documents.

What if the lease is shorter than the construction period?

Agree a lease for the full contract term before residence permit filings, so the address doesn't change mid-term.

Who is responsible for workers' housing?

Housing is provided by the employer or the project on agreed terms. WORKIN checks the housing documents and the owner's consent to registration before people arrive.
